The Central Committee of the Communist Party of China and the State Council issued the “General Plan for the Construction of Hengqin Guangdong-Macau Deep Cooperation Zone” on September 5th, 2021, requiring the gradual construction of an institutional system in which civil and commercial rules are in line with Macau and international standards. Article 19 specifically mentions that: promote the safe and orderly cross-border flow of Internet data, carry out pilot projects for security management of cross-border data transmission under the framework of the national security management system for cross-border data transmission, study the construction of a green channel fits fixed-line into the Internet, and explore the formation of mechanisms that can facilitate data flow and ensure security. Article 55 of the “Regulations on Promoting the Development of Hengqin Guangdong-Macau Deep Cooperation Zone” issued by Guangdong Province on February 8th, 2023 once again proposed that: support the cooperation zone to carry out pilot projects for security management of cross-border data transmission within the framework of the national security management system for cross-border data transmission.
Macau has the great political advantage of “one country, two systems” which can be trusted by all parties, as well as the advantage of mutual trust with the mainland and the advantage of China-Portugal platform, which is superior to Hong Kong. With the advantages boasted by Hongkong and the opportunities brought about by Hengqin, our laboratory mainly conducts in-depth analyses of special advantages and practical constraints of Guangdong-Hong Kong-Macau Greater Bay Area, “one country, two systems” and the highly open policy, studies and promotes solutions for the safe and orderly cross-border processing of all kinds of data, assists cross-border data processing at the three levels of regional cooperation, Chinese enterprises and the national system, helps Macau become a key node in the dual cycle of internal and external data, promotes the construction of data infrastructure, facilitates the development of data service industry and data technology industry in Guangdong and Macau, and boosts Macau’s industries to be moderately diversified.
